The heater only works on position 4.
The aircon compressor cuts in and out when you switch it on.
Any ideas?

You're describing 2 problems.
The heater motor resistor or power controller is bad (it's switched out
of the circuit at top speed).
The refrigerant charge is low, you have a leak somewhere.
