thanks!

I going to the basics here, it takes three things to get combustion.
Well. four actually.

1- Fuel
2- Fire
3- Air
4- Timing

Are you sure you're getting fuel, i.e. maybe your fuel pump relay is
bad?
Is your distributor and coil making spark?
Are your plugs fouled?
Are the wires in good shape?

I wouldn't think timing is an issue unless you've recently done engine
work.

Although the early 850s did have a reputation for valves sticking (showed up
as cranking, no fire) if not revved occasionally, IIRC.

One reason is a broken timing belt.  When that happens the engine sounds
very unusual when it turn over since there is no valve noise.

Just a guess, camshaft position sensor.

Maybe you need a new key. My car did the same thing, turns over but
won't start - turns out I needed a new key - the chip wasn't working and
the immobiliser wasn't allowing it to start.

Not sure a 94 GLT has immobiliser, but anyway I believe the immobiliser
would stop the fuel pump also.

I never saw a 94 with a chip in the key.  My 93 and 95 don't have this.
