850 GLT recycle and A/C lights flashing

When I start the car the red LED lights on the Recycle and Air-Cond
switches cycle on and off for about 20 seconds and then go off. Another
symptom is that the fan slowly increases in speed and then runs at high
speed in the "auto" speed position. The air-conditioner works fine.
Checked fuse 31 which seems to be the only one associated with the system -
its ok.
Any ideas?

Those lights are telling you that something is wrong. If your car is
from 1996 or newer, then you need a Volvo specific code reader. If
older, you can read the codes yourself.
