850 Driver's seat movement stopped fuctioning

I have a '96 850 and the driver's seat will not move at all.  No motion
forward/backward, up/down, or tilt.  There is no hum or anything when
the controls or memory buttons are pressed (the passenger seat works
fine).  The connections seem tight and no broken cables..  Has anyone
had this issue before?  Also how do I remove the seat control panel?

You might have a look at automatic fuse no. 39, its for the left seat.
Automatic fuse 40 is for right seat.
Any power to the seat?
