What does it mean?

88 Fox, 1.8L, CIS-E.

Crank the engine.  At around 1/4 second, sounds like its going to start (it
fired).  Remainder of time, nothing but turns over.  Tried pedal to the
metal for 10 seconds as well.

Removed the electrical connector to the cold start valve, car starts
immediately and remains running normally.  Drives same as before this came
up.

Hmmm
Possibly weak ign spark from an ign coil or other bad ign components.
Next time it won't start pull a couple of spark plugs and inspect their
electrodes and the cylinder area for excess fuel.

Perhaps a bad ignition switch    ?   hold  in start position longer to see
if it stays running   before you release the key

Looks like the thermo-time switch.  For those that don't know, it determines
the amount of time the cold start valve is active.

Instead of doing that long-winded check noted in the Bentley, I simply
removed the electrical connector and checked the thermo-time switch while
cold.  Read continuity.  Good.  Started the engine and monitored resistance.
Maintains continuity throughout warmup period, including when at full
operating temperature.
