The bulb is good. There is no power at the socket. The ground it
okay.

That could indicate a ground problem, but you say that the ground is good
and there is no power. hmmm
How is the fuse and how did you test it? Do you have power there?
Does the wiring look bad?
Does the socket that plugs into the bulb look burnt or bad?
So if the fuse is good and has power, but the bulb socket does not then the
wiring needs to be examined from the fuse to the bulb socket. I do wonder
if the headlight switch, or low/high selector switch might have separate
circuits to the left and right headlights.

Are you sure you changed the correct bulb?
Did you check for power and ground at that bulb socket?
Possibly the wiring has issues.
