grating nose when turning wheels

i have a vw passat 2001 auto, have had it since oct 2008, 2 weeks
after getting it, it strted making a grating noise when wheels turned
have had belt replaced as was told it was a loose belt that hasn't
worked any ideas as mechnic doesn't seem to know what problem is

Check the CV joints and boots.  They will quickly go bad when the boot is
damaged and give that kind of symptom.

Not sure what a "grating" noise sounds like to you but I would
check...........
That plastic shield under the engine might be hitting the wheels.
Wheel bearings.
Shield for the brake rotors.

I will ASSuME that you hear the noise while the vehicle is in motion.
