It's acting like it's still low on Freon, if the pressure is low the system will behave like that to protect the compressor. What you really should do is get a set of gages on it to find out just how low it is, but at least find out how much Freon it's supposed to have.
This is NOT recommended but when I put a system on one of my vehicles I think I started out with two cans of Freon and an oil charge, then kept adding Freon until the AC started working well. As I recall it was about 4 cans.
