Glenn will straighten you out no doubt, but I would expect the purge valve to only be actuated with the engine running and only for a short duration. Once the purge cycle is complete that valve should never be actuated...

What I did then was check for power to the valve by unplugging the connector to the valve and there was no power present with the car running or without the car running and thje key in the on position.Where do I go from here? I now realize that there probably wasnt anything wrong with the old valve.

You could have a pinched hose from the throttle body to the purge valve. make sure the vacuum hose is connected and has vacuum. The NVLD (Natural vacuum leak detection) switch could be at fault . A series of test with the proper scan tool is required to check this out
