It certainly could be right. For one thing, this group has many reports of Honda radiator failures for a Honda this old. For another, the loss of coolant would mean certain engine control sensors are not being properly cooled etc. and so are not operating correctly to control things like engine idle.
You can google the two Usenet Honda groups for info on action to take to replace a radiator. Repairs (in lieu of replacement) are generally not recommended for someone in need of a reliable car and not doing the work him/herself.

Change the coolant while you're at it, not neglecting to turn on the heater and remove the block drain. And use dealer antifreeze.

Hi, I have a 93 Civic EX 4 door(Auto) 1.5L L4 FI with the following problems... It has 360,000 kms has had regular suggested maintenance done by honda dealer. Original owner.
Revs high at startup then idles up and down after 5 mins(warmed up) After driving at 60km/hr it overheats(10 mins of driving) Rad Fan doesn't come on. appears to be leaking coolant from bottom of radiator near/at hose on right passenger side Top rad hose is warm and the bottom rad hose cool Collant level is getting high in resivoir tank Coolant level now is not visable in the radiator(it was yesterday)
Coolant does not appear to have oil in it no visable bubbles in the coolant resivoir tank Oil does not smell sweet exaust color seems normal but there is a sulfur smell.
I was thinking thermostat at first but then the idle problem confused me.
any idea's?
