It's more likely the spark plug tube gaskets or, further down and much more laborious, some gaskets (O-rings) between the cylinder head and camshaft holder. See http://home.earthlink.net/~honda.lioness/id3.html for more information.
This is pretty common on older Hondas.

I was just trying to do a tune up on my civic, when going to replace the spark plugs I found oil on two of them. My brother said I probably have to replace the valve gasket. I looked up a valve gasket and they are cheap, is replacing them really difficult? Does anyone know how to replace a gasket set?
