In the top of my engine cover, there are leaks in the cap that is connected to the air cleaner. Does anyone know what's the name for this cap? BTW, this cap is not oil filler cap. How to fix it?

Tonight my car stereo started shutting off for a few seconds and then it would turned itself on again. First, it did it once then it started doing it more and more. I also noticed that what seems to trigger this is a slow down (braking or simply not accelerating).
