Cooling fan stays on constantly. what could the problem be?

Id like to buy a car cover to cover my vehicle for
daily use in the winter.
I do not have a garage.
Any advice or thoughts on what cover to get?

Seems my driver side front brakes are always on, doesnt lock up but heats
