I just bought a 12v 20 amp ABSAAR car battery charger and tested it with a voltmeter on open. it read 11 volts, i then touched the clamps by mistake and it now reads only 8 volts.

Those cars are like 30% below market price. How do I tell if a salvage title car is due to stolen or accident? Does Carfax say the reason for salvage? If I check it by eyes, what points/parts I should look carefully?
