emc fuse keeps blowing

I have a 1997 Checvy 4.3L with 131k miles.  During normal dry days,
truck runs perfect.  On humid, rainy (or foggy) days, truck starts
fine by misfires badly at 2000 RPM.  Shifting to next gear and
lowering the RPM, misfire/stumble is gone.  This repeats in ALL gears.

I have a  01-GMC 1500 4X4  5.3 ltr. and I'm planning to change the plugs on.
Can anyone post the spark plug torque value in ft' lbe for me? Also if anti
seize is used does one subtract from the reading?

I am still hunting for my hard start solution and I noticed that the fuel
pump relay in the glove boax runs very hot.  I assume one of two things...
A partial short in the wiring harness or a pump that's running too hard due
to a failing motor or similar...  Here's my question...
