My truck (Dodge 96 2500 Diesel) has been sitting in an outside parking

Pruchased a 2001 Club Cab 4X4 recently with the 4.7L engine.
Noticed a port, I believe its on the base of the throttle body, metal
nipple, has no cap or hose on it and is open.
Heard a sucking sound coming from this port after shutting off the engine.

Purchased a 2001 Dakota Club Cab Sport with the 4.7L and AWD.
It has 16 inch aluminum wheels with P265R70 tires.
Speedo is under reading by about 10 per cent.
