I was driving through a parking lot behind a small Ford car when the
driver stopped in front of me for no apparent reason.  It basically

Washington county, Virginia sheriff's office keeps 80% of the revenue
from traffic tickets where that revenue goes into a revenue sharing of
sorts with the officers writing the tickets.
