Wasn't on a bumper sticker.  It was painted on the rear of a station
wagon in letters 3 inches high. Great idea though would have been better

When you consider all the social problems like drunk driving and
domestic abuse and job absenteeism caused by alcohol, it only seems fair
that these sickos should pay up big time.  I'm no coddler.
