I was the second car behind this Honda driver in the rightmost left-turn
lane.  When the traffic on the left started to turn, this Honda driver
failed to accelerate.  It then went into the middle of the intersection

Because certified mail cuts into the profits. Who cares if some people
get screwed over big time because the notices get lost in the mail or
