The instrument panel lights are dark unless the switch is rotated completely

I got the bright idea to try and trade in my 1998 Explorer XLT for a 2005
Escape. I hopped online, got my a-plan pin, scoped kbb.com for a trade-in

My '97 Explorer V8 has developed an interesting problem. Anytime the fan is
on, the A/C is running -- no matter what setting the knob is turned to. I
can still control temperature, so this is not the notorious blend door, but
as you'd imagine, fuel mileage is down.
