Proud owner of a 99 XLT. I just purchased the keyless entry add-on package. (not the one that is wired) Anyways, You are supposed to stick it to where you want using the double sided super tape it comes with (don't touch your finger to it...took my a while to get it off!)

Have a 92 Explorer with the electric shift. Obviously there is no Ford provided selectable neutral so I can disengage both drive shafts for towing behind an RV. I know there is a dealer option for the '96 and newer transfer cases that does allow disengagement of both drive shafts.
