other night I wanted to drain the water/fuel separator, but I could

The far green light of my trailer brake indicator is on all the time.  I
have an F250 club cab diesel.   Is this by design or was it hooked up
improperly.  Can it drain the batteries or is it inconsequential?

I believe I got some water-contaminated fuel at my last fillup. When the fuel
level got down to about 1/3 tank (38 gal tank), the warning light came on and
the engine died a short time later. I drained the filter, the light went out,

`04 Expo.  At 20K service visit to dealership, left side pads were at 50%,
right side pads were at 10%. (Front and Rear).
