My A/C only blows cold on HIGH, if I turn the A/C below high the A/C bearly blows at all if the car is moving. If I sit still with the A/C on anything other than HIGH it will not blow. What can I do to fix this?

The 'Service Engine Soon' light stays on, and my mechanic (a ver sharp guy) thinks the P0300 code - and the many engine misfires o cylinder 6 - mean it's time for a Timing Chain. (This 1996 Centur has 121,000 miles)
