My 2000 Camaro occasionally will not start.  I will turn the key and nothing
happens other than the security light will come on (steady, not flashing)
for 3 minutes, and then go out.  If I then turn the key to the off position,
it may or may not start on the next attempt.

My '95 LeSabre w/3800 seems to have something drawing power that is keeping
the engine from turning over fast enough to start. A jump doesn't work, but
a fresh battery does. However, it still has a slow turn over speed. Starter
