I just changed a gas tank on our older 1993 Honda Civic. I decided to get a "jobber" tank since the dealer wanted 4 times the price for the gas tank. However, the jobber tank does not have a "Drain Bolt" at the bottom of the tank.

I have a 1997 Honda Civic LX and the engine seems to burn way too much oil. I suspect that one of the "rings" may be shot. However, someone told me that the "PCV" value can also cause oil to be "burned". Can anyone confirm this?
