The problem is that with fuse #14 in, about 3.5 amps is being drawn,

I have a Olds 1998 LSS when I let off the gas there is a loud squeal. With
the engine running there is so much vacuum at that oil filler cap that I
have to pull hard to get it off and after its off the car will not squeal.
