For second time this winter my heat blower keep running at full speed even with the keys out. The only way to stop it is to remove fuse. Is it same module or simple short somewhere ?

Since my temperature guage wasn't working, I replaced the temperature sending unit which I have to do about every year on this car. However, the guage is still not working. Could the thermostat be the problem? If so, I have no idea where to find it. It's not where it should be, i.e.
