I accidently turned of my cruise control, this is done by moving any part or switch on the cruise control while turning the engine over. The handbook says turn the ignition of then back on, start the car and the cruise control will be activated. It doesn't reactivate. Anyone know

I have a '96 Legacy GTB & having turbo problems. It runs normally on the primary turbo at around 12psi boost, but when it changes to the secondary turbo the boost drops to 7psi and stays there. - usually it would rise to about 15 psi.
