Does anyone know of a webpage that compares winter tires for cars and rates
them against each other to determine, which one is the best.

I have purchased this car recently so I am unaare of all of its
history. The current symptoms are:
- Hard to start when  cold. It turns over fine does not fire, when it
does it chugs a few times before coming to life.

The Camry manual area you both referenced, is terrific.  Very informative.

I have a '99 Camry XLE.
I imported some Osram Silverstars from Europe, but even though they
say 50% more light I really couldn't see much of a change.
I have cleaned the lenses with the recommended Plexor plastic cleaner.
