A mechanic told me my steering pump is noisy, that there is a leak and that the steering liquid level is low. I checked the level, and it's between "Min" and "Max". Is not it contradictory? For now I put some "Lucas Power Steering Stop Leak". Can it fix the problem?

I have an 04 Corolla sedan, both headlight lenses are very fogged. Tried cleaning /polishing the outside of them , but it didn't help as the fogging is internalFrom the Haynes manual, it looks like the housings are a one-piece assembly which just have holes the lamps
