it today but can't because it is registered with DVLA as tax exempt

It is possible with this cold weather that the water has frozen in my
radiator, and bust it (I have yet to check it, my father was borrowing
it and that is what he reakons). The question is, do I take it straight
down the scrapy or try and get some money for it?

Had a question i'll hopefully be buying a used car soon from a provate
seller and was wondering when I need to get insruance? Lets say I go and see
the car and everythings ok and buy it and then pay for it and want to drive
it home from there .. I have no insruance am I permitted ...
