How long does it normally take for a V5C to arrive after purchasing a car?

In my recent quest to buy engine oil, semi synthetic 10/40,  I went to one
busy shop in north london and all they had in was an oil with 'Comma'
written on the container.  about £12 for 5litres.  They said it was made by
Mobil.

We got up this morning to find a fixed penalty notice attached to our car,
which was correctly parked outside our house and it was issued at 4.15AM. It
says "Offence code 400" Then handwritten  "VRM - fail to comply regs"
anyone any ideas what on earth it's for?

Bought a Taiwan made replacement wing mirror for my Citroen on Ebay.
Cost less than half of official Citroen dealer spare, arrived quickly and

It says 'replacement for oem' on the packaging so it presumably ...
