Got up to 3k to spend but thinking of insurance and tax want to the engine

I've always taken insurance and MOT documents with me when I'm going to be
away from home for more than a couple of days. Do I still need to do this
now that the information is available online?
I realise a driving licence is still needed for any vehicle hire ect.

I've been looking to buy a 1 or 2 year old Honda Accord, but there don't
