Got up to 3k to spend but thinking of insurance and tax want to the engine size down, Was thinking of a Megane or a Xsara but would appreciate advice on what to look for faultwise in these two or should I be looking at something else?

Popping over to see my bike mechanic, yesterday, I was Southbound on the A1, about 2 miles North of Washington services. By the side of the road there was a portable matrix sign parked up, quite a large one, and it was displaying the message "CHECK FUEL".

I've always taken insurance and MOT documents with me when I'm going to be away from home for more than a couple of days. Do I still need to do this now that the information is available online? I realise a driving licence is still needed for any vehicle hire ect.
