If talking to someone on a phone isn't a distraction from what one is doing,
how come someone has just parked their vehicle (illegally blocking a narrow
footpath) got out and stood in the road until he'd finished the
conversation?

I said in another thread I had reported a PC for using a mobile while
driving. I also reported the same PC for tailgating my student for a couple
of miles. It has taken around 8 weeks from initial email to police HQ to
receiving a phone call from the investigating PC.
