It won't make any difference. You'll just end up with 2 empty lanes instead of 1, and the outside 2 lanes grovelling along at the speed of the slowest. Why don't they try enforcing correct / intelligent use of lanes? That would work at a fraction of the cost.

In town centres or villages where the roads are less than 30 feet wide? I've recently come across a few idiots trying to turn these pests in very narrow roads which were never designed for vehicles that width or length, in doing so they just create a massive hold-up for ages.
